I really want to start making my own layouts, graphics, and other cool stuff like that. I really want to specialize in DIV layouts, but I also want to make the typical ones as well . I really want to get started, and eventually make a contest and layout website for people to use. I would love to hear anything anyone has to say. Even if you don't know of a program, I would still love to hear any tips or thoughts of what I should do. Thank you so much in advance.

There aren't any programs, unless you make one.
The people who generate say they make layouts mostly use the generators online, most of which don't do DIV overlays.
Now, a select few do the HTML coding by hand, it's simple once you know what you're doing. It's all jargon to people who don't know what style tags are for example, but if you read up on it on the internet you'll be generating basic profiles in no time, as well as graphic design/animated GIF's (those are simple just use photo editing software).
DIV layout may take some time to master as they are really trial and error. Eventually you catch on to the habit of where things like to go and you can work with them. There are also many tutorials online for learning this.

there are a lot of layout generators on websites such as whateverlife.com, but in my opinion, they suck =] there are millions of myspaces that provide really awesome layouts, like http://www.myspace.com/_electric7

if u wanna start making layouts i suggest using a lyt generator for the basic stylesheet, and then modifying it to the way you'd like it. one important thing to never do: never take someone elses layout code, change the font/links/colors/background, and call it your own. hope this helped =]
