Photoshop is not free. You have to buy the software and then install it on your computer. But you can download the free 30-day trail. Photoshop is used mainly to edit images and is move advance than PhotoPlus. It can resize a certain part of the picture, to how big or small you want it. You can also do effects that might be useful.

Both you need to download and install on your computer. Photoshop is not free, but PhotoPlus is.

I tend to use PhotoPlus because many I works weel for me.
